The buddy account offer is supposed to get new business for CCP by attracting your friends to the game, not to supply a player with a non paying alt. Its called a BUDDY system and specifically refers to your friends information.
That said, small manipulations of this seem to be overlooked by CCP. Constant abuse of the BUDDY system however will risk a banning.
To those who point to the terms and conditions and suggest it may authorize this, remember this is CCP we are dealing with and they reserve the right to ban you for any reason. Stealing money from CCPs pocket (in that you dont pay for a hauler account using the buddy abuse method) may well be sufficient reason.
The T+C do not, for example, suggest that rolling buddy accounts for suicide will lead to a ban, but it will.

I think the rolling of acc's itself didn't lead to the bans, but constant bio-massing suicide alts that hit too low security on said accounts did. Biomassing the alt when on low sec status was the frowned upon part if I remember correctly.
Well you are right in one respect in that CCPs stated policy is that the RECYCLING of the alt is what is bannable.
If you click the biomass button on the character select screen, the pop up box that appears says RECYCLE CHARACTER? By creating a new buddy account and plexing it, no characters are ever reclycled - so the logical analysis is that you are not breaking the rules on -10 alt abuse.
However, this is an incorrect tanalysis . CCP will treat any "abuse" of the buddy system (whereby they make no actual profit from an account creation) as a bannable offence. You will be treated as if you have recyled that -10 alt, even though you didnt do it. I have heard of individuals this has happened to even though they were following the strict letter of the law laid down by CCP.
So I would advise caution in your plan, though strictly speaking it contravenes no stated policy.
